警界風雲人物許平秋（常戎飾）到警校選拔“精英”，餘罪（張一山飾）等人參加第一次集訓並通過考核。第二次集訓內容為沒有身份證，在洋城生存四十天。餘罪通過推斷找到安嘉璐（孫佳雨飾），通過反跟踪林宇婧（吳優飾）找到了其他同學。鼠標（王戈飾）在一次混亂後"失踪"，餘罪“誤殺”了綁架鼠標的人。餘罪入獄時才知自己被瞞騙，而後與獄友傅國生（張錦程飾）成為知己。餘罪加入特勤並成為臥底後成功接近傅國生等人。傅國生將餘罪派到鄭潮（杜胤偉飾）身邊。鄭潮在餘罪不知詳情時利用他運毒，餘罪在交易時毀壞信號干擾器引起毒販懷疑併中槍。餘罪被焦濤（於笑飾）所救，他的存活令鄭潮感到不安。餘罪想利用傅國生鄭潮之間的嫌隙除去鄭潮。而鄭潮欲用警方除去餘罪。
