最愛の夫に先立たれ、強い絆で結ばれた息子の零と２人で暮らしていた圭子。ある日、大学に入学したばかりの零が、飲酒運転の車にはねられ他界する。しかし加害者は、飲酒運転かつ無免許、再犯にもかかわらず、業務上過失致死傷罪による最高５年の刑にしか問われないのだった。理不尽とも思える現行の法体系に納得いかない圭子は同じ思いを抱く仲間たちと厳罰化へ向けた取り組みを開始する。さらに息子の人生を代わりに生きるため大学への入学を決意するのだった。
