1958年，关于核潜艇理论基础研究的“水滴工程”展开。该工程一经启动就成为敌特的眼中钉，敌特针锋相对地制定代号“磐石行动”的破坏计划。干警庞红梅接到保护“水滴工程”的重任，在美蒋特务设置的重重阻碍中，将美国归来的爱国科学家计丹阳从敌特手中救回，并护送计丹阳抵达泸门市参与“水滴工程”。敌特集中了潜伏力量，全力破坏“水滴工程”。庞红梅在泸门与敌特进行了一场智慧与勇气的生死较量，挫败敌人阴谋，铲除残存敌特，最终保护“水滴工程”获得了预期的成功。历经生死考验的庞红梅与计丹阳，也怀着坚定的革命信仰，完成了各自的梦想。
