「政府飛行服務隊」(GFS)是特區政府七支紀律部隊中人數最少，但服務範圍卻最大的精銳部隊。飛行隊一直秉承「隨時候命」(SEMPER PARATUS)，竭誠為市民與政府服務的精神，多年來奮不顧身，在艱險惡劣的環境中拯救無數傷患無助的人。 飛行隊「二級空勤主任」可風，性格積極樂觀，做人處事充滿熱誠與活力，他與冷靜理智，做事一絲不苟的「一級機師」葉青雲，不但在執行任務時是最佳拍檔，亦同是經驗豐富的教官(INSTRUCTOR)，兼負拯救工作與培育精英新血的責任。
