舞台は、日本最強の捜査機関と言われる「特捜検察」。圧倒的なカリスマ性と統率力で特捜部の象徴として君臨する副部長・鬼塚剛（三浦友和）が指揮する「直告班」へ千葉地検から異動となった検事・織田俊哉（吉岡秀隆）は、鬼塚の捜査に疑問を抱き、独自の捜査に乗り出す。ゼネコン汚職事件と、不可解な殺人事件、二つの事件が交わるとき、権力争いに明け暮れる特捜部、そして日本特有の構造である司法の闇が浮かび上がる…。
