司会を務める村上信五（関ジャニ∞）とマツコ・デラックスが、世間で密かに話題になっていることが書かれた「○○の件」のカードを選定。そのカードの内容のVTRを鑑賞して2人でトークを行う。 番組のコンセプトは「世間で話題となっているさまざまな件に対して、ちょっとだけ首を突っ込んだり突っ込まなかったりする番組」であり、これはオープニングや公式サイトでも紹介されている。また、後述するスペシャルのオープニングでは前半部分が「日本各地に渦巻く様々な問題」に変更されている。 当初の企画段階での仮タイトルは「月曜びっくり箱」で、どんな番組構成になるか見当がつかないという状態であったという
