『スケバン刑事』シリーズ第3作目にあたる本作品は、当初はシリーズ番外編の『スケバン忍法帖』として企画されたものである。 忍者（忍法）に密教を加えた独自の世界観を持ち、世界を闇に沈めようとする忍者集団とヒロイン達との闘いがメインになっている。
