The city of Detroit is on the verge of bankruptcy after a series of failed business plans and drop of stocks, and are now struggling with their plans to create the new Delta City. Conglomerate Omni Consumer Products (OCP) are set to have the city Default (finance) on their debt before purchasing the city entire. To speed up the process, OCP creates an armed force called the Urban Rehabilitators, nicknamed "Rehabs," under the command of Paul McDaggett. Ostensibly its purpose is to combat rising crime in Old Detroit, augmenting the ranks of the Detroit Police Department in apprehending violent criminals. In reality, it has been set up to forcibly relocate the residents of Cadillac Heights. Nikko, a Japanese-American computer whiz kid, loses her parents in the process.

La mega corporación Omni Consumer Products continúa empeñada en crear su nuevo proyecto de ciudad, Delta City, para sustituir a la degradada Detroit. Por desgracia, los habitantes de la zona no tienen la intención de abandonar sus hogares. Para ello, la OCP pretende desalojarlos por medio de un ejército de mercenarios. Se inicia una guerrilla callejera y Robocop debe decidir de qué lado está.

A corporação Omni Consumer Products estuda desenvolver o projeto Delta City, que vai substituir a abandonada Detroit. Para atingir este fim, a OCP convoca as forças armadas para intimidar os residentes de fora da cidade, sob o pretexto de que eles estarão contribuindo sua parte para reduzir a criminalidade. Depois de Robocop se unir à resistência civil, ele sustenta vários ferimentos, mas se recupera para lutar contra os robôs-ninja construídos pela OCP.
