양도식(진봉진)은 검은 조직 삼합회의 마약 공급책이다. 홍콩을 거점으로 동남아 일대에 마약을 공급하던 그는 안기웅(지성환) 등 다섯 명의 멤버와 함께 5백억 상당의 헤로인을 탈취당하는 사건을 겪는다. 조직에 알리지 않고 해결하려 하던 중 멤버 5인조 중 한 명이 헤로인의 일부를 몰래 팔려 했다는 사실이 드러난다. 이 사건의 꼬리를 잡은 형사 도훈(이주철)은 사건의 전모를 백일 하에 드러내고 조직은 파탄의 위기를 맞는다.
