En 1973, le franquiste Carrero Blanco est assassiné. Charles Williamsen, un ornithologue américain, arrive à Biarritz pour observer les oiseaux. Il n'a prévenu ni sa femme, ni l'Institut pour lequel il travaille, qu'il partait. Charles a rencontré, dans l'avion, Miranda Fernandez, la fille d'un haut dignitaire franquiste. Les services secrets espagnols le suspectent d'être un terroriste et ne vont pas cesser de le suivre et de l'épier.
