複合商業施設建設のため、さびれたシャッター商店街を取り壊すよう社長から指令を受けた阿川建設の裏社員。しかし、ライバル社の川端建設も同じ目的で裏社員を商店街に潜入させていた。町の大地主をターゲットに裏社員同士が火花を散らすものの、なぜか動けば動くほど商店街の住人たちに愛されてしまう裏社員たち。一方、潰れかけの商店街には、立て直しを図ろうとする熱血漢や、謎多き訳あり男、彼らに恋心を抱かせる幼なじみや婚約者らも現れ、それぞれが騙し合い、手を組むことで、事態は思わぬ方向へと転じていく。
