1948年建国前期，正是国民党负隅顽抗垂死挣扎之际。中共地下党“金庭槐小组在江都地区极其活跃。为了彻底截断西南军需要镇并捣毁“金庭槐”组织，保密局派出吴其人化身共产党人“邓”凯”前往江都打入“金庭槐”组织。而作为中共特工的叶声始终怀疑“邓凯”的身份，并一路追查。二人就在你追我赶中上演着高智商的较量。
