故事发生在中华人民共和国成立前22天的北平（今北京）解放前夕。它讲述了三个最好的朋友在 1949 年中国发生的事件以及他们面临的许多不同事件中像兄弟一样的故事。 徐天是一名警察，致力于调查未婚妻的谋杀案。他最终卷入了解放北平的行动。与此同时，当他们各自走不同的道路，做出不同的决定时，他与其他兄弟的友谊变得紧张。徐天也最终与田丹相识并坠入爱河。 故事围绕着他们的选择展开，是留在北京为共产党的新中国而奋斗，还是带着败北的国民党军队逃往南方。
