天保11年、正月。日本橋にある薬種問屋「むさし屋」のひとり娘・おしの（国仲涼子）は、危篤になった父・喜兵衛（奥田瑛二）を、別宅にいる浮気三昧の母・おその（秋吉久美子）の所へと運ぼうとするが、途中で喜兵衛は息を引き取ってしまう。父の遺体を気味悪がる母と口論となったおしのは、自分が不義の子であると出生の秘密を知らされる。その夜、別宅が火事になり、翌日、発見された三人の焼死体は、喜兵衛とおその、そしておしのとされた。それから一年後、おそのとの関係があった常磐津の師匠・蝶太夫（国本武春）が殺害され、その傍らには椿の花びらが置かれてあった。与力・青木千之介（阿部寛）は、事件に謎の女が関係している事を突き止めるが、さらに第二、第三の殺人事件が起こる……。
