銭形警部はロビエト連邦の空港で爆破テロに遭遇し、犯人の顔がルパン三世だったことに驚く。
すぐに見失うが駅で別の“ルパン”を発見し列車内でルパンを拘束するも、次元大介の助けで脱走を許してしまう。
一方、峰不二子はサーカス団に潜入し、空中ブランコの乗り手として最高指導者ブレーリンの寵愛を受けていた。
軍縮条約パレードを目前に控え、国家保安委員会のカラシコフはルパンをテロ実行犯かつアルカ合衆国のスパイと断定し追跡するが、銭形は疑念を抱いていた。
そして、首都で国家保安委員会に追い詰められたルパンの前に立ちはだかったのは、彼の無実を信じる銭形だった――。
だが、その瞬間、新たな爆破が銭形を襲う……。
