In einem Balkanland herrscht eine Diktatur, deren Umsturz Dan Briggs und sein Team herbeiführen sollen. Briggs hat einen genialen Plan: Nicht durch ein Attentat will er den Regimechef, der den makabren Beinamen „Henker des Balkans“ trägt, beseitigen, sondern durch psychologischen Krieg. Zu diesem Zweck engagiert Briggs den Gedächtnisforscher Baresh. Baresh schlüpft in die Rolle eines bereits verstorbenen Geheimagenten, den das Regime noch am Leben glaubt...

The IMF must undermine "the Butcher of the Balkans", Janos Karq, by having his head of security capture an agent, Sparrow, who will then incriminate Karq. To pull off the ruse, they need a memory expert, Baresh, who can memorize the necessary information in the short time allowed and pretend to be Sparrow. Baresh will later be traded back. However, during a faked "rescue" to make Sparrow look more convincing, Baresh gets a look at Soska's master list of agents, and the team must rescue him from the prison immediately to get the information.

Au lieu de la bande enregistrée habituelle, Briggs reçoit le message suivant sur la carte de visite qu'un photographe lui a remise : Prison militaire de Lubjanka, quartier général de Dmitri Soska, enquête à démarrer immédiatement, procéder suivant les précédentes instructions et nous tenir au courant, plan alternatif X59... Comme d'habitude, après avoir pris connaissance du message, Briggs le détruit. La mission consiste à faire en sorte qu'un dictateur passe pour un traître afin de le destituer. Pour cela, Briggs engage un expert en mémoire, Joseph Baresh, qui endosse le rôle d'un agent ennemi au nom de code "Sparrow".
