Конец 1980-х. В приморский город Первомайск приезжает новый военком Сергей Волков с женой Ниной и сразу же устанавливает свои правила и порядки: он уверен — служить должен каждый. В Первомайске же план по весеннему призыву не выполнен и наполовину. Приезд Волкова путает все карты местному капитану Гущину, мечтающему самому занять должность военкома и готовому за вознаграждение помочь уклониться от службы любому желающему.
