Der Film geht der Frage nach, wie es Anfang der 80er Jahre zu einer neuen Eiszeit zwischen den beiden Supermächten kommen konnte. Eine der Ursachen ist die Stationierung neuer SS-20-Mittelstreckenraketen im europäischen Teil der Sowjetunion. Bundeskanzler Schmidt sieht darin eine Bedrohung der Bundesrepublik und fordert eine Nachrüstung des Westens, falls die Sowjetunion die SS-20 nicht zurückzieht.
