Baxter is building a dam that will bring prosperity to the surrounding land, but Bull and his gang have been directed by an unnamed leader to sabotage the construction and halt all progress. Gene takes the job of ditch rider, his predecessors have been killed on the job. When Bull and company rob the payroll, Gene hunts them down, but when he returns, he finds the unpaid and angry workers ready to blow up the dam.
