霓虹燈下的香港，藏着不為人知的黑暗面，四面八方的毒品都以本港為中轉站。十年前，警方毒品調查科成功緝捕「毒王」文華，卻犧牲了臥底葉浩天，浩天被注射大量毒品，從此喪失情感。十年後，文華患癌獲特赦出獄，看似經營樓上書店度過餘生，其實暗中找來舊情人章琳、啞巴徐安樂於網上販毒，更利用章琳的金融界地位，在股票市場洗黑錢。一宗警察失蹤案轟動全港，浩天被調回毒品調查科跟前女友丁若寧合作，「警毒大戰」再次爆發……
