Nachdem Barry von einem Blitz getroffen wurde, liegt er im Koma. Felicity reist nach Central City, um ihm beizustehen. Oliver und Diggle sind deswegen bei der Suche nach dem Maskenmann, der für die Anschläge auf die Polizisten Starling Citys verantwortlich ist und im Besitz des Wundermittels Mirakuru ist, auf sich allein gestellt. Oliver ahnt nicht, dass sich hinter der Maske sein geschätzter Freund Sebastian Blood versteckt. Dieser erzählt ihr, dass er als kleines Kind Zeuge wurde, wie seine Mutter seinen alkoholabhängigen Vater ermordete. Sebastian lebte seit dem in einem Kinderheim, da seine Mutter nach der Tat verschwand. Als Laurel der Sache weiter auf den Grund geht, entdeckt sie, dass Sebastians Vergangenheit weitaus düsterer ist, als dieser es zugeben wollte? Währenddessen treibt ein Terrorist in Starling City sein Unwesen. Mit zwei Bombenanschlägen setzt er ein Zeichen gegen korrupte Machthaber und versetzt die Bewohner Starling Citys in Angst und Schrecken. Arrow schaltet sich ein und erbittet Officer Lances Hilfe, der ihm eine Probe der Bombenüberreste verschafft. Nachdem Felicity diese analysiert hat, kann die Bombe auf die Anti-Regierungsgruppe „The Movement“ zurückgeführt werden. Oliver must tackle a new threat to the city when bombs start to go off in Starling City. Felicity discovers the person setting them off is Mark Sheffer, a man who goes by the nickname Shrapnel. Arrow discovers Shrapnel’s next target is Sebastian Blood’s “Unity Rally” and tries to talk the alderman out of hosting it, but he refuses. Arrow sets off to stop the bombing, but Shrapnel tricks him and traps him in a bomb-laced antique store where he is unable to move without setting off the device. While Felicity helps Oliver, Diggle races to the plaza to find the bomb before it goes off. Meanwhile, Roy continues to hide his new strength from Thea but, after she witnesses his super strength in action at the rally, she demands answers. Laurel’s suspicions about Sebastian grow stronger once she learns that he grew up with Cyrus Gold, the man who killed Lance’s partner. After Donner refuses to help her investigate, she turns to Arrow for help.

Alors que Felicity aide Oliver, Diggle se précipite au plaza pour trouver la bombe avant qu'elle n'explose. Pendant ce temps, Roy continue de cacher sa nouvelle force à Thea mais après qu'elle ait été témoin de sa super force en action lors de la manifestation, elle exige des réponses. Les soupçons de Laurel sur Sebastian se renforcent quand elle apprend qu'il a grandi avec Cyrus Gold, l'homme qui a tué le partenaire de Lance. Arrow scopre che il prossimo obiettivo di Shrapnel è Sebastian Blood e cerca di parlare con l'assessore, ma lui rifiuta. Arrow cerca di fermare i bombardamenti, ma Shrapnel lo intrappola e lo aggancia ad una bomba, e non è in grado di muoversi senza far scattare il dispositivo. Mentre Felicity aiuta Oliver, Diggle deve trovare la bomba in piazza prima che esploda. Nel frattempo, Roy continua a nascondere la sua nuova forza a Thea, ma, dopo che lei diventa testimone della sua super-forza perché vede Roy in azione, esige risposte. Oliver debe hacer frente a un hombre que está sembrando el terror en Starling City. Felicity descubre que este hombre es Mark Scheffer y descubre que su próximo objetivo es el "Rally de la Unidad" de Sebastian Blood. Arrow trata de evitar que Blood asista a dicho rally pero éste se niega, por lo que el vigilante pone en marcha un plan para evitar el bombardeo, sin embargo, Scheffer le tiende una trampa y lo aprisiona.
