Little Bill meets Mr. Rojas and his dog, Miguelito (or Lito for short), who had recently moved into Mrs. Shapiro's old house. Little Bill spends time at Mr. Rojas's house to watch Captain Brainstorm while Big Bill helps fix Mr. Rojas's car, but after he runs to the backyard with Lito, he accidentally locks himself out while Captain Brainstorm is still on.
