Als der Oppositionsführer einer lateinamerikanischen Militärdiktatur inhaftiert wird, kann er zwar noch über seinen Anwalt mit seinen Gesinnungsgenossen draußen kommunizieren. Doch die Mithäftlinge halten den Anwalt für einen Spitzel – sie wollen ihn beseitigen. Das Kobra-Team soll für das Überleben des Oppositionsführers und seines Anwalts sorgen. Deshalb muss schnellstens der wirkliche Spitzel ausfindig gemacht werden. Kein leichter Job für Phelps und sein Team.
The head of a country's freedom party, Manuel Delgado, has been imprisoned by the dictatorship of his country. Cardoza, Delgado's assistant and liaison with the outside, has had himself arrested but is now believed to be an informer by the other convicts. The IMF must keep Cardoza from being killed by his fellow inmates and expose the real informer. Jim and Barney go in as prisoners, while Rollin goes in as a guard and Cinnamon as a Red Cross officer. Barney talks about his escape plan, and Rollin sees a guard recover a piece of foil with a message from one of the prisoners. Cardoza is beaten and humiliated by the convicts despite Jim and Barney's best efforts. Rollin smuggle the foil to Jim who uses it to clear Cardoza and find the real informer. Jim and Barney then use Rollin and Cinnamon as hostages to escape themselves.

Jim y su equipo van a un campo de prisioneros dentro de un país totalitario en América Latina. En el campamento, un líder de la oposición es mantenido en aislamiento. Uno de sus seguidores arregló ser arrestado y se ha convertido en su contacto, ayudando a llevar los mensajes del líder de la oposición a sus compatriotas. Pero los prisioneros creen que el contacto es un informante, por lo cual Phelps y Barney llegan como prisioneros para exponer al verdadero delator. Son ayudados por Cinnamon (haciéndose pasar por un oficial de la Cruz Roja) y Rollin (como guardia). La pregunta es si Phelps podrá trabajar lo suficientemente rápido como para salvar la vida de un hombre inocente.
