位于湘西南边陲的绥宁县是中国西昌卫星发射中心进行航天器发射后的火箭残骸主要落区之一。自二十世纪九十年代以来，全县有十一个乡镇先后数十次成为残骸落点。2008年，中国有北京奥运、神舟七号发射、三鹿奶粉事件等大事发生；在这样的政治和社会背景下，影片寻访了绥宁县的村民，记录了卫星发射与残骸袭击为他们带来的生活不便和经济损失。片中着重展现的人物包括因气候原因而遭遇农作物减产的农民袁士钊、1998年在一次残骸伤人事故中丧女的刘荣喜、嫁到温州后重返家乡开办电子元件厂的向秋梅等。此外，影片也采访了部分基层官员，并记录了当地政府在卫星发射前的准备工作，以及村民在房屋和田地被残骸击中受损后与政府间的谈判与争执。
