On his first day at school, Kunio puts on the legendary "White Uniform," which has been handed down at Nekketsu High School for generations as a symbol of the top delinquents in Japan, and he becomes the target of gang leaders from all over the country.
強きを挫き、弱きを助ける。「正義の不良」を地でいく風雲児が、熱血高校に転校してきた。その名はくにお！くにおは登校初日に、全国の不良のトップの象徴として熱血高校に代々伝わる伝説の「白ラン」に袖を通してしまったことから、一躍各地の番長たちから狙われる存在となってしまう。
