In the midst of Mardi Gras festivities in New Orleans, Mervin Magee is shot multiple times in the French Quarter. Once Det. James Fyfe arrives on scene, he interviews grief-stricken relatives who share that Mervin was a Marrero resident and the shooter is likely from the same area. Detectives review surveillance footage that shows a gray Dodge Challenger with racing stripes pull alongside Mervin. The driver shoots Mervin with an automatic rifle from his window and flees. Though the car is distinctive and the French Quarter is littered with security cameras, Fyfe faces an uphill battle to collect footage that shows the identity of the perpetrator before it expires.
