2000年2月29日、メビウスの隕石が地球に落下しました。 これらの隕石は、メビウスダストとして知られる新しい形の物質を地球にもたらしました。 塵が地球の大気に浸透し、奇跡を引き起こしました。 「2.29」と呼ばれる隕石が落下した日、日本の経済格差は加速しました。 やがて、この格差に不満を抱く血の戦争同盟は、テロ行為を犯し始めた。 そんな中、警察は、反RC特殊移動ユニットと、ユニットメンバーの初期訓練のための合同反RC訓練学校を設立した。
