1979年7月30日，全国人大批准设立“中华人民共和国外国投资管理委员会”和“中华人民共和国进出口管理委员会”，负责具体谋划、推动和实施对外开放战略。1980年1月24日，江泽民接到调令赴“两委”上班，先任秘书长，后任“两委”副主任兼秘书长。1982年春，“两委”并入新成立的对外经济贸易部。在“两委”这一时期，江泽民以开阔的胸怀、务实的工作，赢得了广泛的尊重和信任。
On 30 July 1979, the National People's Congress approved the establishment of the Foreign Investment Administration Commission and the Import and Export Administration Commission of the People's Republic of China, tasked with planning, advancing and implementing the strategy of opening up to the outside world. On 24 January 1980, Jiang Zemin received orders to join the two commissions, serving first as secretary-general and later as vice-chairman and secretary-general of both. In the spring of 1982 the two commissions were merged into the newly established Ministry of Foreign Economic Relations and Trade. During his time with the commissions, Jiang Zemin earned wide respect and trust through his broad-mindedness and pragmatic work.
