In March 2011, one of the world's worst nuclear accidents occurred at the Fukushima Daiichi nuclear plant. The workers who responded to the emergency were called "heroes" by media around the world. Now, the Japanese government is conducting a health survey of the 20,000 workers involved in the immediate aftermath of the accident, but 60% of them are not taking part. Why not?
