李牧率いる趙軍との総力戦に向け、王都・咸陽に大軍が集められた。軍総司令・昌平君は、今回の戦いが、桓騎（かんき）、楊端和（ようたんわ）、王翦（おうせん）による連合軍戦となることを告げ、全軍の“総大将”が発表される。
一方、秦軍の侵攻が始まったとの報せを受けた李牧は、迎え撃つ軍を西部前線の城に召集するよう指示。さらに情報収集を担う腹心の一人・舜水樹（しゅんすいじゅ）にはある助言を与える。
A large army is gathered in the royal capital of Xianyang in preparation for an all-out battle against the Zhao army led by Li Mu. The commander-in-chief, Changping Jun, announces that the battle will be an allied battle between Kanki, Yang Duanhe, and Wang Jian, and announces the "commander-in-chief" of the entire army. Meanwhile, upon receiving news that the Qin army has begun its invasion, Li Mu orders the army to assemble at the castle on the western front line to counter the attack. He also gives some advice to Shunsuiju, one of his confidants in charge of intelligence gathering.
